With the old TL, it was just a cookie ban. No idea of how it is now.

Ah, yeah, I figured I'd post it here because there do seem to be a lot of posts about the sites, not just the trackers themselves.
Also, stoi thinks the site is getting ddos'd, according to his post from the forum anon linked.

hd-bits.ro is STILL down. they had an announcement a few days ago, that they will be up and running this week but go figure. now it doesn't even load that stupid page. they should really open up. i had invites there.
