if i submitted a request for member title and now i see i have the option to resumbit a request...does this mean i was denied and i should wait longer to resubmit?

It's upto you..if moderator feel you are ready for member title they will give you they does not decide on what you write on application..

you can't join groups. you can only reqüst to become a member of the group because it's not a public group
