It only shocked me that people could opt out of doing this mission.....
Shooting people is still shooting people....whether they have guns or not...so I think the mission is just fine. Plus, it helps move the story along.

In terms of violence is GTA stronger than COD.
But this mission isn't that controversial because of the violence shown but for ethnical reasons.

The scene forces you to hate the enemy in a way that doesn't feel organic. It's whatever.

the only reason this caused to much controversy is because the game takes itself seriously - gta could get away with the same thing, but everyone would treat it as some kind of messed up joke as there would be loads of swearing and tongue in cheek lines during a gta mission briefing...
