    Peerguardian blocks my IP as spammer
    So I cannot connect to those who use peerguardian which is almost everyone else.

    I share my IP with the 100+ others.

    He's not using Peerguardian, he is being blocked by it, as it's "guessing" he is a spammer. So he can't connect to people who's using Peerguardian.

    That might be the reason why the system flagged your ip, maybe other bad user that share that ip have done nasty things.

    Perhaps you mean IP range?

    Either way, you could report this aggresive block to Bluetack.co.uk. They could remove your IP from their blocklists in the future.

    I thought that maybe he is subscribed to a small ISP. It happens a lot here in my city, where not all neighborhoods have broadband access. So these small ISP usually have one or few IPs that are shared amongst all end users. My friend for example is always complaining about how sometimes he wants to download from 1-click file hosters and end up nagged with "you have used your free amount, wait xx minutes and try again" kind of messages, without having downloaded anything for days!

    You mean traffic gets routed through a few IPs? Yes, that can happen - AOL did that back when they were a full ISP. And IP bans would affect hundreds of users the same way your friend's OCH downloads were affected.
