It depends.. For example if you want to cheat on bitme I wouldn't recommend you to cheat with 100-150 since the torrent hasn't good activity and u are a new user... But on torrentleech for example u...

It doesn't download/upload, it sends fake statistics to tracker.
For the second question the answer is obviously IT WILL GET YOU ALMOST INSTANTLY BAN!
Don't even think to download/upload the same ...
