Insight on snatchlists and peerlists

Hey everyone, I see the terms snatchlist and peerlist mentioned in many discussions and found no info on what they are and how they work. So I am going to ask certain questions which I believe will help me and everyone else cheat safely.
To begin with what is a snatchlist and and what is a peerlist ? How do they work and how do I or you get on such a list ? How can they be used by the tracker to detect cheaters ?
