EU-Pläne zu Kinderschutzfiltern stoßen auf Bedenken

Der EU-Datenschutzbeauftragte Peter Hustinx und Abgeordnete des EU-Parlaments kritisieren das Vorhaben der EU-Kommission, über eine Kinderschutzkoalition der Internet- und Medienwirtschaft einen "sauberen Netzzugang" ohne gesetzliche Grundlage durchzusetzen. Kooperationen zwischen der Industrie und Strafverfolgern, um Darstellungen sexuellen Kindesmissbrauchs im Netz zu bekämpfen, dürfe es nur auf einer geeigneten rechtlichen Basis geben, hat Hustinx in einer jetzt veröffentlichten Stellungnahme (PDF-Datei) klargestellt.
Hustinx verlangt eine richtige Balance zwischen dem legitimen Ziel des Vorgehens gegen illegale Inhalte und den dafür eingesetzten Mitteln. Sollte dafür als nötig erachtet werden, Telekommunikationsnetzwerke in spezifischen Fällen zu überwachen, sollte das die Polizei übernehmen. Hustinx empfiehlt zudem, auch Meldestellen und Internet-Hotlines gesetzlich zu verankern, die dafür eingesetzten Verfahren klarer zu umreißen und Datenschutzanforderungen stärker zu berücksichtigen. Die Wirtschaft solle datenschutzfreundliche Voreinstellungen und Warnhinweise für Kinder in ihre Anwendungen einbauen.
Ähnlich hat sich laut einem Bericht der Bürgerrechtler von "European Digital Rights" (EDRi) der Innenausschuss des EU-Parlaments geäußert. Alle Fraktionen haben sich demnach darauf geeinigt, dass auch ein Selbstkontrollkodex der Industrie "die rechtlichen Regeln voll respektieren" und Rechtssicherheit bieten müsse. Ebenso sollten die Rechte der Nutzer berücksichtigt werden. Sämtliche Bestimmungen müssten zudem mit bestehenden legalen und gerichtlichen Verfahren, der Europäischen Menschenrechtskonvention sowie der Grundrechtecharta der EU im Einklang stehen.

In meinen Augen absoluter Blödsinn, die einzigste wirksame Methode ist eine gute und praxisnahe Aufklärung durch die Schulen bzw. noch besser durch das Elternhaus, alles andere ist nur stumpfsinnige Theorie die sofort ausgehebelt wird...
