I highly recommend checking out http://www.sb-innovation.de/showthread.php?t=35046 and the recommended reading at the bottom, to verify the emulation's request structure matches your client's. Due to how Transmission and Deluge are built and distributed, that isn't guaranteed!

Trying to use mRatio, but always have the "!""no incoming connection received".
Any idea how to solve this? BiglyBT Extreme Mod works fine.

You need to 1. forward mRatio's listen port in your router, 2. open it in your local firewall if applicable. The choice to do #1 automatically via UPnP is available, but I'd advice against using it, as it either relies on Windows' implementation (which may not be operational) or doesn't work at all, can't remember which. Also, UPnP is buggy on a lot of routers.
Remember that if you randomize the listen port on every startup, as is the default, you'll have to update the mapping accordingly.
Somehow, I get the feeling nothing particularly bad would have happened if you hadn't brought that up.

Years ago I used this program to boost my upload on pornbay.org.
Now I decided to do it again but for whatever reason I'm getting an error saying "mRatio has encountered a problem and cannot continue running" and the program crashes. At first I thought it's a problem with pornbay.org or maybe the client I choose but when I started verifying those things, I realised even if I open the program and no literally nothing for like a minute, the error pop-ups anyway.
Is this program not compatible with windows 11?
mRatio is a .NET 2.0 program, and therefore supported by Windows 11 in principle. You may need to use OptionalFeatures to install pre-4.0 versions of the .NET Framework, but if those weren't in your system already, the program wouldn't have started at all and specifically noted their absence.
Since you mention a one-minute window between starting mRatio and facing the crash, I'd start by running it as administrator and disabling UPnP in the settings. If the problem persists, post the error report details here and attach the crash dump file if applicable, and I'll have a closer look.
