Visual C# .NET, as far as I remember. The source was never available, but an open, very outdated fork of this called RatioBlaster created via reverse-engineering exists.
PS: should we clean up the changelog in the first post? I doubt anyone who wasn't here in 2009 knows what the port issue is.
