Second and third requirements are doable with mRatio or any other cheating tools/clients. Jump on any newly added big torrents, check to see if they are not free, because they won't count towards your stats (I'm saying this based on my experience with the old CHD assessment, which were essentially the same thing).
First and fourth requirements will need you to keep seeding stuff for as long as you can to amass points, keep checking your profile, and do not spend any karma points.

Download 20 gigabytes' worth of torrents (you join trackers to get files, right?);
use your mod or ratio tool of choice to fake the upload of at least another 20 GB;
increase your bonus points and seed-leech time ratio by seeding everything you grab (for real or otherwise) 24/7. If you aren't getting points fast enough, compensate with more torrents.

That's the common sense approach. Is there any reason it wouldn't work here?
