Convert PAL to NTSC

Can someone Please point me in the right direction to convert PAL to NTSC? And what programs are needed?

also if i had to convert from ntsc from pal i used Download: Tmpeg-Enc - PC-WELT (http://www.pcwelt.de/downloads/multimedia/29480/tmpeg_enc/), but very rare becouse its not so comfortable to use. If u want to convert it into DVD u can also use AVI to DVD Video Converter Software VSO ConvertXtoDVD (http://www.vso-software.fr/products/convert_x_to_dvd/convert_x_to_dvd.php?lang=en)

You can change the format with the most video convert softwares.
tmpgenc xpress is a good choice for it...
