go to tools -> preferences

on bottom left click "All" to show all settings.

in advanced options check following options :

1) allow only one running instance
2) one instance when started from file
3) increase priority of process.

in audio options check following options :

1) high quality audio resampling
2) replay gain mode -> track
3) replay preamp -> 3
4) default replay amp -> 3

in audio -> filters options check "equaliser with 10 bands"

in audio -> filters -> equaliser -> "bands gain" option write following 10 values with spaces between them

8.9 10.5 10.3 6.2 8.4 10.3 13 12.2 10.3 7

give global gain value -> 3 or 4 or 5

click "save" button at bottom.

restart vlc player. drop your favourite song on it and observe difference in sound.
if you hear too much noise then reduce global gain to negitive value like -3.
click save and restart again. test that value until you hear crystal clear slap bass sound.
i tested on creative basic woofers "sbs 370". if your speakers has bass volume knob, set it to 3 or 4 points out of 10. directx version is 9c march 2009 running under xp.
