Indeed, Azureus will adjust the suggested interval that the tracker sends back (the 'interval' field, and in my experience it often adjusts it upwards), but it should never go below the minimal interval that the tracker sends back (the 'min interval' field). Since 'min interval' is optional, not all trackers return it.
